Encumbrance & Strength Drain / Ray of Enfeeblement

When a PC has their Str drained by Ray of Enfeeblement, how does that affect their movement? I know the rules for decreased movement (below), but what about max load?

A character can lift as much as his or her maximum load over his or her head.
A character can lift as much as double his or her maximum load off the ground, but he or she can only stagger around with it. While overloaded in this way, the character loses any Dexterity bonus to AC and can move only 5 feet per round (as a full-round action).

So, when a PC has a Str of 1 due to Ray of Enfeeblement, and their max load is 10 lbs, does that mean that if they have 20 lbs or more of gear, that they lose their Dex bonus to AC and can only move 5' per round?

What about attacks? Can a PC who can only move 5' per round as a full round action make any attacks or take any other actions? Is there a penalty?

Any creature with a speed of 5 feet or less can’t take a 5-foot step, since moving even 5 feet requires a move action for such a slow creature.


So yes, no, and what is stated (loss of Dex bonus, other listed penalties for load).
 

If your Gear Weight Exceeds your max load, you are "staggering around" with it.

If your Gear Weight is 1 lb over twice your maximum load - you fall prone and are pinned by the weight of your gear.
