Exposure to elements

Does anybody think that any form of Exposure to the elements i.e heat or cold should do the same proportional damage to a 1st level character as to a 20th level character. I mean its not like combat damage where you can argue that the ability to avoid or soak up damage is earned through experience.
A 1st level magic user will take 1d6 points of cold damage/round in extreme weather which might kill them but not mr 20th level. He has a chance. Thats a load of old cobblers I think.

What do you think?

A high level character has the force of will to ignore petty things like cold and severed limbs. Its only a flesh wound after all...
