It also essentially means you're stabilized once you get back to the beginning of your turn if you were dying, though, I'm not entirely certain that that's a 100% RAW interpertation of how it works and what it does.

I'm pretty sure that is a RAW interpretation. Any kind of healing of even 1 point stabilizes the character.

So assuming he was between -1 and -9 at the beginning of his turn, fast healing would heal him for n hit points thereby causing him to become stable. If it brought him up to 0 he would be conscious and disabled.
