If a monster used magic gauntlets would it get a bonus to its claw attack? If not, is there an item that can give bonuses/special abilities to a natural attack?

I really want to make a troll w/some flaming claws of speed.

Well then, make a troll with some flaming gauntlets of speed!
The rules are just guidelines. The rules for magic even moreso. If you want something "official", there's the Amulet of Mighty Fists from the DMG.
Or just make it up...

Flaming Gauntlets of Speed
These flaming rawhide handwraps provide the wearer with a +2 Enhancement Bonus to attack and damage rolls with unarmed attacks and natural weapons. They also deal an additional 1d6 points of Fire damage on a successful hit.
When making a full attack action with an unarmed strike or natural weapon, the wielder may make one additional attack at his highest attack bonus. This does not stack with haste.

Moderate transmutation; CL10th; Craft Wondrous Item, Greater Magic Fang, Flame Strike, Haste ; price 72,000gp (actually more, but who's counting?)

In Magic of Faerûn there are bracers, which can give you weapon enchantments for unarmed (and supposedly) natural attacks.

I don't think you can use your claw attacks, when wearing gauntlets... now, really!

Maybe with a pair of those biking/skating (?) gloves without fingers. ;)
