But what if the player of the Half Orc Barbarian has a good tactical idea, but the player with the wizard with Knowledge (strategy) maxed out didn´t?

IMO most Int 5 half-orc Barbarians will know a lot more about battle tactics than most Int 18 Wizards (except the ones with Kno (Strategy))
The typical half-orc bbn has been fighting his whole life, while the wizard was studying dusty tomes. Plenty of animal-intelligence pack hunters use quite sophisticated, learned, group tactics IRL - lions & wolves are a couple. When your life revolves around killing things,that's what you're good at. Of course if the barbarian is a 'dumb berserker' type he may prefer to ignore tactical knowledge and charge in raging, but few such survive beyond 1st level in my experience. IRL the Vikings were ferocious warriors, but they displayed expert small-group tactical knowledge. Likewise orcs may prefer to hack enemy to death with axes, but they know the best ways to do it.
