OK, I'm an idiot, I know! I looked and looked and could not find a rule for casting spells atop flying carpets, brooms, etc.
Can anyone help an idiot brother out?

Why do you need a rule? There's nothing stopping you casting (the only requirements are that you aren't being distracted, you're not concentrating on maintaining a spell, and you have a free hand for somatic components if necessary).

As far as I know, in order to cast spells from a flying carpet or flying broom, you need the Cast Spell From Flying Carpet or Flying Broom feat. The game designers thought that to be able to do this by default was far too powerful. :D
