Game Design Essay

Hi,

A while back I found a link to a game design theory essay. I think I originally saw it in a posting here. It talked about resource management, randomness as a factor, and other elements to consider when approaching game design. It wasn't focused on designing video games, which a lot of online references seem to be. Does anyone know where to find the essay of which I speak?
