D&D 5E Ghostwise Halfling and Wild Shape

This would also apply to a Great Old One Warlock who multiclasses into Druid, I suppose.

If I have a Ghostwise Halfling Druid, do they retain their telepathic communication ability even while wild shaped? So, if they were wild shaped into a rat and had scampered into a building to scout, they could relay the information of what they found to the party without having to come out of their wild shape?

I would say yes. Wild shape says speech is limited to the beast's ability to do so. So normally you could not talk. In the case of Ghostwise Halflings their speech isn't limited by their body, so I don't see a conflict since you keep racial abilities unless the beast form would prohibit it.

Sounds like RAI to me... your ability to speak may depend on your physical form, but telepathy depends on your mind, which doesn't change.
