What stops any creature that is effected by half-elf bard's soothing voice ability (half-elf bard's alternate level ability in races of destiny) from just leaving the 30 feet around the bard and attacking at a range?

That would be "hearing".
The text says that the "effect lasts as long as the creature listens to the bard".

If the creature in question takes adequate steps to quit "hearing" the voice if the substitute half-elf bard then he/she can attack anyone even within the 30 ft.
