Here are some entries from a random encounter table I use if my party is wandering in a city. Some of them can be tied into a larger adventure, or reference an old minor enemy. When I roll things like "Find a Flyer Slandering You" its a minor jab at a character that references their old behavior.

-Brawl in the marketplace
-Stabbing in the street
-Stumble into a murder scene
-Smoke a few blocks away
-Pickpocketing attempt
-Mugging attempt
-Find a gold coin in an alley
-Festival
-Fire sale
-Fortune teller sells you a relic
-Find a great deal in the market
-Faeries rob the party
-Challenged to a duel
-Find a flyer slandering you
-Stuck on a toll road
-Broom Salesman
-Served a court summons
-Called to court as a witness
-Raider attack
-Meet a fortune teller
-Brawl in the bar
-Brawl in the bordello
-Approached by a fence
-Fire!
-Spot a thief entering a window
-Run into soldiers on the march

I think I read about that headline inspiration trick back in a '90s issue of Dragon. It inspired at least one story arc based on a stolen prototype for a new mundane military weapon, and may have inspired the creation of my News & Events Table that I've been using since about '97-98 whenever PCs enter a new area or town.
