The adventure references a location called Dragon’s Rest — which is also the name of an old Dragonlance module set in the continent of Taladas.

In my personal experience, experienced gamers learning a new game can prefer to make their own PCs; either to recreate their favorite type of character in the game ( and thus grasp the bare minimum needed to play) or as a challenge to see how quickly they can make a broken character from scratch.

Most new players I’ve met seem so lost they are happy to pick a pregen and learn ropes
Pretty much my experience as well.

If this doesn't include character Gen rules (ie if they haven't been changed at all from core 5e), then there is no reason for me to pick this up, and I love 'starter sets'.

Starter sets aren’t designed with you in mind.
However much you may love them. You already have character creation rules: the PHB.

I find it funny that the one that says "rogue" under it is armed with a quarterstaff. I have a rogue character that I've played on-and-off for twenty-five years who used to use a quarterstaff, but it's been several editions of D&D in which that has been, let's call it, very "sub-optimal".
It looks like they used the characters from the 80's cartoon and the rouge pictured is Diana the thief-acrobat

I see this is a Target exclusive for the first couple of months. I wonder how that deal went down? Target’s board game section seems to be a bit stagnant, but perhaps I don’t know what’s popular…

Target is often the only board game store in a town in the U.S.

I know they did this with the Essentials Kit, which was created ecause Target came to WotC offering to finance a new box set to followup their Starter Set sales.

The last one was a Target exclusive. I think a wotc employee said that Target put up funds for the Essentials Kit. I wonder if they did the same kind of deal here?

The Essentials Kit was sold out for a while around here.

Interesting. In many hundreds of players, I have rarely found this to be the case. I mean, I get your reasoning, and I'm sure there's some people who would enjoy that step, but they'll enjoy making their own characters just as much after they've played the game once or twice.

The key phrase here is "with some guidance". Even now there are people out there who don't have guidance and a starter set should have them in mind too.

Edit: I missread the last sentence, so my answer is in agreement of the post I quoted.
