With the Urban Arcana SRD, I've been able to rebuild these characters with material that suits them better.

Stomping boots
The steel toes of these workboots are CSA rated against impacts up to 125 PSI. While worn, stomping boots allow the wearer to make melee attacks while jumping, in the form of stomping on the target. After making the attack, the wearer lands in an adjacent square of his choice.

This +3 demolition warhammer has a special drawback: when grasped, the hammer of the Kong forces its wielder to use it, swinging wildly for three rounds, during which time the wielder can do nothing else but move. At the end of the three rounds, the hammer of the Kong disappears.

I think each of them deserves boots of striding and springing, or something similar with a large bonus to Jump. Also, Luigi is a much better jumper than Mario - more than two ranks. He can jump higher and falls slower.
