Hot Pursuit: Determining Obstacles

I'm looking forward to trying these rules in my campaign! One question: when the rules state that on any driver's turn the first step is to check for obstacles, does that include all npc drivers? In other words, in the example provided should the hobgoblins be making their own obstacle checks also, or is that a PC-only deal?

Unattainable Ideal
Any drivers means just what it said -- check on each drivers' turn (PC or NPC).

I've run chases where that wasn't practical, or would just slow things down, so I use my own judgement. You should do the same.

Only use your judgement, not mine. You're probably smarter than me, anyway.

Thanks for the response. The running example never touched on the NPCs making their own obstacle checks, so I wasn't sure.
