How would you guard prisoners

Lots of creaky floors, gauzy curtains all over the place to "block" hallways (prevents use of effective Invisibility) and, oh yeah, immediately get to the torturing and mind-reading.

(Get some innocents and threaten to kill them, one by one, if the victims don't start talking. Be sure to have a truth-saying spell active when you do this.)

The mark of justice idea was excellent :D

...and, ya know... there's no limit to the number of Marks of Justice one person can have...

Because they had other uses. ;)
Evil is not stupid but evil has great plans, big bads always have big plans and if you are trying to carry them out you do, you don't waste your time and energy on the little things, that is why you have flunkies. :D
Why would evil go to the trouble to place spells on these prisoners?
Does evil know good guys are coming to save the day? Say trap!
Do these prisoners mean something? What can evil get from it?
Has evil had other prisoners run away on him/her that they have to do something special?​

Yes they have value but we don't know the degree, hell put them in a 5x5 box that is in the middle of a 10x10 Gelatinous cube.
