This already may have been discussed, but I was wondering if a Human warlock who took say, Infernal Pact would be able to select one of the other pacts at will powers, or if human warlocks are just screwed when it comes to this?

Your powers are also known as spells. Each power is associated with one of the three eldritch pacts, but you aren’t limited to choosing powers associated with your pact. In fact, most warlocks choose at least a few powers from outside their pact to give themselves a wider range of options.

So no, human warlocks are not screwed.

A human Warlock can choose his bonus at will power normally.
