Well like I said I think i miss spoke, range not reach is what I meant. I think I'm going with Monk4/sorcerer4/Dragon Decendent2 or 5/5/2 to start and then increase his DD PrC as time go's by.boy is his CR going to skyrocket!

So this would mean I need
Knowledge arcana 8
Dragon heritage feat

sounds like I want
Ring of Golden bell
and maybe Quicken magic (sounds a bit to good to be true)
needs to be able to fight unarmed(grapples and strong blows)
be good with Great Axe(must have)
be good with scythe(would like)

With these stats
Str 17
Dex 16
Con12
intel 17
wis 16
Char 14

I still dont know how many Feats I have to work with (it never clearly says anywhere, at least I can never find it) other than the bonus from being human.

Your antagonist should get:

1) 1 Feat for being a 1st level PC, +1 Feat every 3 overall character levels (one at 3rd, one at 6th, etc.). This is listed on the "Level based benefits chart" in the PHB. (For whatever reason, I can't seem to find it in the SRD.)

2) 1 bonus Feat for being Human.

3) Whatever bonus Feats listed by class benefits.

Which, of course, makes it nearly impossible without access to the books to find out about gaining feats or improving stats...

Oh yeah, Rai_SD_Knight- every 4 levels your PC has, he adds +1 to a stat of your choice.

Yep. I think that was intentionally, so people bought the books.

Ok so to Review:
skill points
level 5 monk 64
level 5 sorcerer 22(-8 for KA)
level 2(+ eventually) Dragon Descendant 10
Knowledge arcane (8)
Probably max tumble(any other suggestions)
so he is level 12 Feats/class abilities
- the Human bonus for Dragon Heritage(blue or bronze)
5 for his levels 1,3,6,9,12 pick up Impr grapple(maybe) ,weapons focus(unarmed)ring of golden bell(for the range) Any other suggestions

sorcerer spells 06, 1st 4, 2nd 2 or is it 6/6/4 (and then the DDs ability)
Probably Illusion and phantasm for 0 level like Fleeting Fame,Shadowplay
and debilitating spells
1st level Buff, debilitating (fear and distract?), and damage spells (any ideas over all)
2nd level damage and buff
3rd(I think do to PrC second level ability) damage (any thoughts)
and a familiar (I can change this for a feat right? or I guess look into a construct and explain his right gauntlet)

monk
AC bonus +!
Flurry of blows +2/+2 bonus
Improved unarmed strike
stunning fist 1st level monk bonus
combat reflexes 2nd level monk bonus
Evasion
Fast movement
Ki strike
Slow fall
Purity of body
Dragon Descendent
spells per day increase
Natural Armor +1
Dragon Magic
Claws and bite(drop claws, cause monks is better)
Ability boost noted below

languages(?)(May not apply if I do the perm Tongues)
common
Dragonic(minus one from int mod for Dragon descendant)
+2 for int mod(I think)

as for stat bonuses thats 3 so then the Prcs +2 str
Str 17+2
Dex 16
Con12
intel 17
wis 16+1
Char 14+2

Oh ah what about HD and BAB
With BAB you add all class together right so 6 to start (wait thats enough for a second attack right)
but with HD do you add them the same way, or average them, or just take the highest
