That's from 3.0e for sure. Sword & Fist to be specific.

"Eagle Claw Attack" was the name of the feat. I'm still amused by the name for some reason. :)

It's also in Complete Warrior. IIRC, you add your Wisdom bonus to damage dealt to objects.

The Shen PrC from an older issue of Dragon did get Ki Strike (silver) IIRC.

Looks like the hardest DR to bypass innately (sans items) are silver and cold iron.. feats exists for alignment-based DR, and Versatile Unarmed Strike take care of damage type based ones. Magid, Lawful and Adamantine is in the core monk.

There are probably someone who knows how to make a monk build that can bypass all DR?
Or perhaps, the question is - how many types of DR can you reliably bypass through multiclassing/PrC and feats?

The Argent Fist PrClass (Faith of Eberron -- must be a paladin/monk and worship the Silver Flame) gain Ki Strike (silver) at 2nd level and Ki Strike (cold iron) at 7th level. It has a Ki Focus class feature (any monk weapon wielded is considered as having the ki focus special quality) that allows those Ki Strikes to work even through those weapons.
