Feats - such as Skill Focus(SpellCraft) (+3) or Magical Aptitude (+2)
You get +2 synergy from 5 ranks in UMD when dealing with scrolls.

Magical Talent: (BoEM) +2 to Knowledge (Arcana) and Spellcraft.

Skill Focus (Spellcraft): (PHB) +3 to Spellcraft

Crown of Dweomercraft, Epic: (ad hoc creation) +30 to spellcraft checks, 90,000gp

Diadem of Dweomercraft: (ad hoc creation) +10 to spellcraft checks, 10,000gp

Ring of Dweomercraft, Lesser: (ad hoc creation) +5 to spellcraft checks, 2,500gp

Gloves of Dweomercraft, Minor: (ad hoc creation) +2 to spellcraft checks, 400gp

Helmet of Dweomercraft, Trivial: (ad hoc creation) +1 to spellcraft checks, 100gp

Tonguestud of Dweomercraft, Pretend: (ad hoc creation, mean-hearted) +0 to spellcraft checks, installation deals 1 pt of dmg and 4 points of subdual damage, wearer must make make a diplomacy check (DC 3) when speaking to be understood by all listeners, wearer must make a concentration check (DC = spell level squared) to cast spells with verbal components. All penalties associated with a pretend tunguestud of dweomercraft fade 3d4 days after installation, but it never affords bonuses of any kind.

From an earlier thread:

Spellcraft bonuses

5 ranks of knowledge (arcana) adds +2 to spellcraft.

The following feats add to spellcraft:
Skill Focus (Spellcraft) +3
Magical Aptitude +2
Spellwise (IIRC Player's Guide to Faerun, Regional) +2
Complimentary Insight (Races of Destiny, Racial Half-Elf) +3 rather than +2 from knowledge (arcana)

The Spell domain (IIRC Player's Guide to Faerun) adds +2 to spellcraft.

Items:
Stone of Good Luck (20000 gp) +1 luck bonus to skill checks.
Pale Green Prism Ioun Stone (30000 gp) +1 competence bonus to skill checks.
Headbands of Intellect and Tomes of Clear Thought both add to Int.

Spells:
The heroism spell (Sor/Wiz) adds a +2 morale bonus to skill checks.
The greater heroism spell (Sor/Wiz) adds a +4 morale bonus to skill checks.
The divine insight Spell (Cleric, lv 2, Complete Adventurer) grants up to +15 to a single skill check.

The Marshall class (Miniature's Handbook) can pick an aura that allows him to add his Cha to all Int-based checks.

Races:
Illumians (Races of Destiny) have a "Power Sigil" ("naen") that adds +2 to Int checks
Deep Imaskari (Underdark), Gray Elves and Sun Elves (Forgotten Realms) get a +2 racial bonus to Int with no LA.

Using the formula in the DMG, 100*(skill bonus)^2 you get the above numbers, but remember those are for a competence bonus to the skill, so they do not stack. You would have to use another bonus type or an unnamed bonus type at a cost up to the DM's discretion. Also, if you put something in a slot with an improper affitnity, like the gloves, (see the sidebar on p288) the cost is +%50.

Note that even the costs Arbiter of Wyrms gave are up to the DM's discretion. The items he listed do not exist in the RAW. The DM would have to House Rule in the possibility of their existence in order for the PC to buy/make them. Even if he did so, he might also rule that such items are of such impressive usefulness to spellcasters that their price is commensurately impressive. ;)

Unless you're using epic spellcasting, high spellcraft checks don't do all that much for you.

Also, there is precedence: the crystal mask of psicraft gives a +10 to Psicraft checks for 10,000 gp.
