Items trump spells, right?

So, the item requires dancing lights to make (the watch lamp)
Because it is an item, does it make darkness, a 2nd level spell, wholly ineffective?
Or, since it is made with a 0 level spell, and darkness is 2nd, does the darkness prevail?

Your thoughts, please.

Unless the item is specific in countering a spell. it all comes down to the actual counterspell. Daylight counters Darkness and vice versa. The Daylight armor/shield enhancement is ideal for this question.

I've never heard of items countering spells as a general principle, unless you're talking about artifacts, which are superior to mortal magic. Magic items have caster levels and the spells they cast have spell levels, and those are consulted.

Items that are made with a certain spell don't have the same effects of that spell unless its specifically stated.

An item that is made with the daylight spell- has no effect on darkness.

Item that produces the spell daylight - knocks out darkness.

QFT. It's okay to use the spell prerequisites to help adjudicate some items, but unless the item description explicitly refers to the spell, then the spell doesn't apply. There are many such examples to illustrate this, so (picking at random) look at boots of the winterlands. The wearer is not protected in the heat by the endure elements aspect of the boots. He's only warmed by the boots, not cooled.
