Just based off stereotypes & common sense...
Gangs -- each party member is pressured into joining one of three (or more) gangs, based on the party member's race / profession / appearance / politics / etc.
Isolation -- the characters aren't bunked together. They might not even be in the same cellblock.
Abusive Guards -- the guards either have gang standing or are bought off by gangs. Thus the guards can't abuse most prisoners. So when they get a bunch of non-gang prisoners...
Harassment -- constant, and from everyone. The PCs must put up with it (and be labeled as 'punks', and become the target of worse), must fight back (against LOOOOOONG odds -- up to & including entire gangs), or must find a creative way out of it.
