Cute but dangerous
Kardene (Second Chance) is the settlement of the goblinoids just north of the Shifting Mountains and south of the Everswamp. A lot of the settlement is underground or in the mountain base.
The city is ruled by a council of elders, usually 7 - 14 goblins. depending on the current split into sectors and quarters in Kardene. For a stranger, the city seems to be an ever confusing mass of buildings, changing street names and clan territories. Those born here always seem to know what is what and, more importantly, where, even when the changes have just happened a day or two ago. It is as if some supernatural instinct guides them. After living in Kardene for a while, most other goblinoids develop a sense for it as well, but never so certain as those who grew up in the place. Other races do best with a guide, although some gnomes and humans manage to get by in the mess.
Kardene was the second city founded by the settlers. It was named in the hopes that in this new place, the goblins would not revert to their old savage ways and adapt civilization. By and large, it works out well, but Kardene still has the highest crime rate of all the settlements. It is the only settlement not to have crime related guilds, though, as such operations tend to stay in the hands of several clans who do hardly mingle with each other.
As it is to be expected, the population is mostly goblin, with 1% gnomes and humans and the rare kobold and gnoll making a living here as well, usually as traders (or claiming to be such). Elves are very reluctant to even visit the city, as the sounds and smells of it do not agree with their senses.
In the last few decades, goblins have gone missing every few months, and there is a rumor that something has been awakened in the Shifting Mountains and would now use the city as its hunting ground.
