The rogue has a basic melee attack of +5 to hit with dagger and ranged basic at +8 to hit with dagger.
Is the Sly Flourish giving him the best of the 2 attacks regardless of whether he throws the dagger or swings it in melee?
Any thoughts on the thinking behind this?
edit: I just looked at Deft strike (the rogues other at will) and it is the same. So my thoughts are that this rogue build uses dexterity as the basis for his powers, others might use STR. That would make up the +3 difference.
So basically it is like getting Weapon Finesse for all the powers?
