Gimble is likely thinking** "the Harpers were good in their time but times change, they have lost their way but are too proud/too powerful/too loved for past acts to realize it. Undermining their organization isn't betrayal, but merely helping them realize that they can't face the needs of today."

Actually, Gimble started off as an agent of Khelben (so a LN leaning organization). When his superiors found out he was with some harpers (NPC's at the time, before the party joined up) they told him to try to get into the organization. There was no betrayal ever involved from Gimble's point of view: he infiltrated the harpers from the beginning. Deceit, yes. Betrayal, no (he would have had to been commited first, as far as my understanding of betrayal goes).

Gimble's higher-ups made a deal with the Zhents that Gimble would distract the party while they did the dirty work. Gimble had no idea that it was the Zhents, and complained to his superiors afterwards about the death of the child and her mother. He wasn't so bothered by the death of the father (who was a harper) since he knew the risks.
