That attack bonus is high, but definitely not out of the ordinary for a well-built PC. I have multiple 5th level characters with attack bonus of +11 or +12.

I'm running a level 4 game, and including a +1 attack bonus from a house rule, both the ranger and the fighter generally have a +10 attack bonus. With the bard it hits +12, and with flanking and the bard, +14.

On the up-side, their rolls suck...

Yeah, well... take an ECL 5 goliath with 17 base strength +1 for level 4, make him a Barbarian 1/ranger 3, throw in Moutain Rage, and it would hit at +11/+11. Nothing surprising here. And I'm not even counting Weapon Focus or masterwork or magic weapons of any kind.

Halfling rogue 5 - Bab 3 + Dex 6 + weapon 1 + size 1 - TWF 2 = 9

+9 while TWF with 6000 gold in 2 items. (5th level character has expect wealth of 9000)

Another very typical build is Halfling Rogue 3 / Ranger 2 (for free TWF). That one change puts the calculation at exactly +10 while TWF'ing.

For reference It's possible to make a 2nd level fighter with the same attack bonus:
Lvl 2 Halfling Fighter, (thrown daggers)
+2 bab, +1 Size, +1 Thrown weapons, +1 Weapon Focus Dagger, +5 Dex bonus = +10

Adding point blank shot as a situational modifier changes it to +11

Granted damage output is fairly low on this one, but in comparison +10 three levels higher doesn't seem as bad.

If they are hitting that high because they have a 20 strength, then be thankful that they took TWF instead of a greatsword and powerattack.

If they are hitting that high because of a 20 Dex and weapon finesse, then forbid them from taking the SHadow blade feat from Bo9S and you will never have to worry about them being broken...Accurate and hard to hit sure...but they will probably be hitting soft(barring Sneak attack) or they will bruise in a stiff wind (ie low con). Plus they have to spend twice as much on their magic weapons than the 2-h guy and they have to get through twice as much damage reduction.

Alternately, one or both of them could have an item of +2 to any one attribute. At 2,000 gp, that's not unreasonable at fifth level.

Minor nitpick: It's 4,000 for a +2 stat item.

As for Shadow Blade...really, it's not that bad. you're either burning two feats to get a SH maneuver and stance first, or dipping swordsage and taking a BAB hit. And if you're levelling in swordsage, the strike maneuvers easily outpace that ~+5 damage you're getting from dex. Plus, you have to use a SH weapon, and other than for two-weapon fighting or monk-ish unarmed fighting, their weapons list sucks. Big time. And if you ARE two-weapon fighting or going unarmed....you need all the help you can get! :)
