Lich's touch attack?

According to the MM/SRD, the lich has a "touch attack" (noted as "Touch +x melee").

Is this an actual melee touch attack (ie. ignores armor, etc) or just a description of how it attacks? (I'm assuming it's the latter.)

It's an actual touch attack (as in, ignores armor). If the lich had to penetrate armor, it would be called a slam.

It's an actual melee touch attack that deals 1d8+5 negative energy damage and paralyzes the target on a failed save. A lich with a natural weapon attack could combine the two, but the natural weapon attack is not a touch attack.
