Dropping an object on someone isn't all that different from throwing it at them, and I'd tend to assume that Mage Hand moves slowly enough that they can see it coming - so I'd make it a standard improvised-weapon attack vs. AC.

Since it is an attack, I'd also require it to use a standard action, in addition to the minor action required to pick up the object, and the move action to position it ready to drop. (Yes, Mage Hand can drop an item as a free action, but that doesn't include aiming that item to drop upon an aware and defensive opponent in such a way as to do damage).

So the player is effectively using his entire turn to deliver one improvised-weapon attack, assuming that there's a suitable object within 5 squares of the wizard and the target in the first place.
