Marked targets

Hobgoblin Soldiers have a Flail attack that deals damage, slows the target, and "...the target is marked until the eend of the hobgoblin warrior's next turn."

"Marked" is not a condition. What is it specifically, and where is this defined?

Marked IS a condition.
You take a –2 penalty to attack rolls for any attack
that doesn’t target the creature that marked you.


EDIT: Also PHB p.76
A creature can be subject to only one mark at a time.
A new mark supersedes a mark that was already in place.​
