They're not under attack; they just stopped working with gravity because they think they can make more money from stealing underpants.

Jokes aside though, the problem could be *anything* - I used "under attack" because it's an easy cliche, but it could be illness, cultural revolution (viva la underpants!), the race is dying out, a curse, a lack of material... anything.

Whatever the cause, it's a grave issue.

A lack of material making up the Gravity Gnomes would indeed explain their lower mass and thus the weakness of the gravitational force they could exert.

It's almost literally the plot for Ages of Aenya, except that there are no gnomes.
