IMHO gamesworkshop have the best paaints so if you can get to one of their shops i would recomend that. (they are expensive though)

They also have the worst bottles, period.
I sometimes buy their paint and pour it over into another bottle.

The most important thing

After painting a mini with the base colours, always, always, use a thin black wash to bring out the shadows and detail. Without it no mini looks good. With it, any mini looks good.

Games Workshop do three starter sets that are not that expensive, you get I think 6 plastic minis and a brush and a good selection of paints. they have a Lord of the Rings starter now.
