Well, the most obvious answer is the Urban Arcana setting for d20 Modern. There is an SRD that has all the core rules etc. posted on the Wizards' website. A Google seard on d20 Modern SRD will point out the link.

I own the Second World Simulations book, and I can say only that is is clearly for the advanced gamer, ie someone who has working knowledge on how the d20 rules work and how to tweak them to personal tastes. It is an AWESOME source if you want to engineer a world's tech level, as well as having many interesting Advanced classes. The book also boasts a completely new concept for bartering services and having Influence points instead of a Wealth system. By spending Influence points, you can convince certain groups of people to perform services on your behalf. It's worth a read, but it's very crunch-heavy - almost like reading a textbook.

The short short answer to your question, though, would be to just use the D&D core rules and books as they are and plop them into d20 Modern. :)
