Mongrelmen in 3E

Are there any 3E resources (like monster books) that have mongrelmen in them?

If not, is there a conversion somewhere?

Tome of Horrors has them. By Sword & Sorcery Studios.

No, Regdar knows what Regdar means, they are in the upcomming Fiend Folio, so are a few other monsters that are in the Tome of Horrors.

They Mong Men actually originally appeared in the Monster Manual 2.

Actually, Mongelmen and Broken Ones have always been distinctive creatures, even in previous editions. They just have similar backgrounds for how they came to be.
