Anyone else who wants to get into this, but doesnt have heroes of horror

Beginning at 5th level, a dread necromancer radiatesa 5-foot radius fear aura as a free action. Enemies in the area must succeed on a will save (dc 10+1/2 her class level + her cha modifier) or become shaken. A creature who successfully saves cannot be affected by that dread necromancer's fear aura for 24 hours.

Becoming even more fearful" Fear effects are cumulative. A shaken character who is made shaken again becomes frightened, and a shaken character who is made frightened becomes panicked instead. A frightened character who is made shaken or frightened becomes panicked instead.

It doesn't matter how you read the ability; it matters how your DM does.

Fear effects are cumulative, so a lich riding a dragon would be quite scary indeed, but you are arguing for why-don't-two-potions-of-bull's-strength-make-me-twice-as-strong. Being a Dread Necromancer does not give you an auto-panic proximity defense, no matter how thinly you slice the RAW.
