Hi Morrus,
What have you done to try to find out what is slowing down the boards? I assume the site is being hosted through an ISP of some sort and often they will limit your access to the machine.
Windows does have the 'perfmon' tool that can give you all kind of stats on disk activity, memory usage, etc. That is graphical tool so you may not be able to run it.
With regards to the bandwidth
http://www.dslreports.com/
http://www.dslreports.com/tools
may provide some tools to figure out if the problem is there...
Trying a tracert (on Windows) may give some clues but where the time is being eaten up.
I'll ask some of my co-workers who might have some other suggestions.
