Moving Silently At Different Speeds

I'm surprised that people generally give it a more than -5 penalty. I treat "less than your full speed" as "less or equal to your full speed." I realize that is not mathematically true, but my opinion is that the author was just being a little sloppy.

Dheran your link doesn't work. However, thanks to your post I was able to find the article here. That's exactly what I was after. Still not 100% official but I'm the DM so it is official in my game.
