Well, one of my current characters in a homebrew game is a Warforged Psion who concentrates on Psychoportation. We use the 3.0 version of Psionics so this might be flawed for your purpose but I figured I would post it up.
Base speed of 30 feet.
(didn't do this but) Quick Trait: +10 ft.
Scout level 3: +10 ft.
Burst Power (free action): +10 ft.
Skate Power (1st level power): +15
(didn't get it either but) Speed of Thought: +10 ft.
85 Base speed with one round of prep [65 for the current build I have]. I based the character around movement. I caught up to a character that was running away. When I told my DM I was 5 ft in front of the fleeing character he almost choked
I realize I could probably do a little more work on it and I plan on getting Astral Steed, which would have a base speed of 180 before I can pick it up.
Edit - Thought of some more things.
Barbarian 1: +10 ft.
Dash: +5 ft.
Cleric of Ehlonna: +10 ft.
Divine Vigour: +10 ft.
Thats a 120 base speed at around 6th level. Now if you continue in Psion, you can pack on the Speed of Thought feats and keep gaining the +10 to speed.
I don't think the character would be too playable though. You'd be mixing two "Spell-casters" and a melee type together. So unless you plan on playing a very mobile fighter type or plan on just doing this for fun, I don't see how it would be worth it. But then again, its only my opinion and I have a bias against too much powergaming.
