I looked at it like the wild west days. Your average trapper/cowboy, etc had MUCH better equipment then your average private in the army. Why? Because he was likely to get into a fight with native americans, angry grizzly bears, bandits, etc a LOT more then your average army soldier was.
People in the wild west had repeating rifles and revolvers long before the army had them as standard issue.
Normal people will be as well-defended as they need to be for the situation. In a world where your villiage can get overrun by a goblin tribe and where the nearest army is a weeks march away your average farmer will probably have a mace somewhere along with some basic leather armor or something.
