What about reskinning the stormsoul genasi to be half-storm giants that have settled in the rolling hills at the foot of the storm giants' mountains? Part of the storm giants' heritage got passed to the half-storm giants, which is where their lightning powers come from. And you could treat their size like goliaths--they're still a medium creature but they're ~7 1/2 feet tall.

FWIW, I'd ideally like a generic genasi explanation, rather than a stormsoul-only, but I'll consider anything that people want to share.
