Yes, when they bring out the barbarian class, he shouldn't have cloth proficiency (maybe they should make a loincloth proficiency).

So if I don't have proficiency in cloth armor does that mean I have to go around naked? I wouldn't want to take penalties because I'm wearing clothes.

You are correct BUT
You only need to go around naked if you are a 400 lb bearded man playing a petite female Cha 18 elf.

You will also be required to flaunt your unusually overactive libido to all other characters played by female players or female characters played by males.

If that is not the case, you gain the Body Paint proficiency for free.
