Why not both?

Undying Light Tomelock with GFB and shillelagh?
GFB does scaling damage with x2 cha right off the bat.

Not every DM allows UA materials due to the devs stating that playtest options are designed to be initially OP and then pared back for balance. Highlighting an alternate means is just as useful, especially for AL players.

Well the OP started off by talking about undying light warlock and oathbreaker, one from UA and the other from DMG. I'm just saying you can throw shillelagh on top of that if you want and avoid the need for any STR at all.

You don't need strength to wear heavy armor. But, if you don't want to have reduced speed, you need either 15 strength or to be a dwarf.

You do need 13 strength if you want to MC paladin, though.
