Cheers to Rogue Genius Games!

Well I've read the Submission Guide, and I don't see anything about a full description of rooms. Am I missing something, or have the rules changed since 2010?

The guide does not go into detailed specifics of how to lay out or design the contents of the page. You could, conceivably, draw one giant happy face and submit it, but that would probably not win.
It is hard to put a description on what will win, there are many factors at play. One of the most difficult things is to define greatness and innovation.
The judges will also have their own definition of what greatness is. Some of them might want the entries to conform to a 1/4 part map and 3/4 part text. Some of them might want to see fancy art with isometric projections.
I think the best bet is to look through the old contests and see who won. Each year has its own url

Saw this through the Cartographers Guild forum (they're piggybacking their monthly competition on the back of this, nothing nefarious, they just know a lot of members will be entering it so they might as well use the month as a long WIP for their official 1PD entry).

I'd very much like to dip my quill in the ink, but so much stuff going on already I don't know if I could find the time.

Am I dyslexic, or are the annual winners really hard to find?

I see lots of winners in categories, which seem to change over the years, but there's no "Best Film" (if I may make the metaphor).

Further:
- How are the categories determined? One per judge?
- How do the prizes get divvied up?

Entries are posted! Which is a prize in itself. Because we now have loads of new adventures to run, or adventures to inspire our weekly games, GMs.

On a similar note - kingmundi what would really be nice is a ZIP file of each year's entries. Because, well, browsing them in Picasa isn't exactly ideal.

My only complaint is that some of the winning entries are nigh-illegible on US letter, A4. Will the 2015 rules be changing to accommodate this?

Most of them, actually. It's also a shame that so many of them rely on gimmicks (cut out tiles, 3D glasses), rather than just being simple, good dungeons that I can just pull out of my binder on no notice and run a satisfying game. It seems that what the judges were looking for is not what I was looking for.

I suggest another rule: Every entry should have a "what this is and how to use it" section right at the top, which must be at least 10pt and no more than 140 characters.
