Penalty to damage with the off hand?

I'm pretty sure that there's a rule (3.0) that states that hits with off-hand attacks only add half the attacker's strength modifier, rounded down, to the amount of damage dealt. But I can't find it (I looked under the Ambidexterity and Two-Weapon Fighting feats as well as the attacking with two weapons section), and am beginning to doubt my own sanity. Help? Page number (3.0)? Confirmation of my degrading mental state?

Don't worry about your mental stat (but perhaps you should go to an occulist )

Don't have the book but it's in the combat section of PHB or combat rules (srd)

It's mentioned in at least three places:
* Ability scores, under Strength.
* Combat, under Combat Statistics/Damage (page 119).
* Glossary, under off-hand attack.
