Hi,

I have been looking for the official documentation from AL regarding PHB +1.

Can anyone furnish a link so I can review it?

For sake of completion:

The Adventurer's League Resources page http://dnd.wizards.com/articles/events/adventurers-league-resources is out of date on its links to the latest Player's Guide, but it does link to the Adventurer's League Organizers Page http://dndadventurersleague.org/ which itself links to the latest Player Pack on the DM's Guild https://www.dmsguild.com/product/208178/DD-Adventurers-League-Players-Pack?&affiliate_id=925821 which has the Tomb of Annihilation Player's Guide, the most recent as of this post (that I can tell), dated 25 August 2017.

Specifically, the PHB+1 text is:

Character Creation -
Steps 1 & 2: Choosing a Race and Class
All of the races and classes presented in the Player’s
Handbook plus one other resource from those listed
below are available to build your character (PHB+1).

Indicate your “+1” on your character’s adventure
logsheet when you choose it. As new resources
become available, they’ll be added to this list.
• Elemental Evil Player’s Companion (EEPC)
• Sword Coast Adventurer’s Guide (SCAG)
• Volo’s Guide to Monsters (VGM)
• Xanathar’s Guide to Everything (XGE)*
The following variant or optional rules are available
when creating your character:
• Variant Human Traits (PHB)
• Half-Elf Variants (SCAG)
• Option: Human Languages (SCAG)
• Tiefling Variants (SCAG)
NOTE: Races that grant flight at 1st level, and options
presented in other resources—such as the Death
Domain found in the Dungeon Master's Guide (DMG),
or content from the various Unearthed Arcana
articles—aren’t allowed for play unless you possess
specific campaign documentation that indicates
otherwise. Option: Human Languages is available to all
characters; regardless of their “+1.”
*The “Tortle Package” released by Wizards of the
Coast is considered part of XGE.

Additionally, from the 7.1 FAQ:
What Are Allowed Rules Resources?
Allowed rules resources are books and other
resources that can be used by players in creating,
advancing, and playing their characters. We use the
“PHB+1” rule outlined in the ALPG.

Sometimes, campaign documentation will grant
you access to rules that you don’t otherwise have
access to. Rules
gained this way don’t count as your
+1. However, if you don’t choose that particular
resource as your +1, you can’t use any other rules
aside from that which your campaign documentation
grants access. For example, if you have a certificate
allowing you to create an aarakocra character, the
EEPC doesn’t count as your +1 unless you choose
other rules from it—such as spells.

My Race Was Reprinted in Another Book!
The most current version of any rule is used—even
if it’s reprinted in another book. This does not,
however, affect your choice of +1.

Which Spells Can I Learn?
Spells are a class option; any new spells learned by
advancing in a class or by feats are subject to PHB+1.

Characters that can prepare spells from a
spellbook may copy spells even if those spells aren’t
normally found in your character’s PHB+1.

I'm not sure if they can learn spells from outside their +1 as one of the two 'native' spells they gain for going up in class level. They need to find non+1 spells in some other source such as treasure (scrolls, spell books), another wizard with the spell (per the rules for copying spells from another PC) or the like. I was able to purchase Xanathar's spell scrolls from Fai Chen recently, BTW.

No they cannot. Learning and copying are two different things.
