PHB Heroes - Its official?

Forgive my ignorance, but what is the PH Heroes series? I can see its optins on the character builder, but I dont know where are they from.

I assume they are official, but are they well balanced? Opinions?

I am particulary interested in:

- Knockdown Assaut for my fighter, I have retrained shield bash recently and would like to keep an option to knowckdown opponents. (keepping the same flavor).
I think its well balanced, maily no damage (3 dmg), but I would like to be shure.

- Clever Strike - Maybe for my future rogue. Seems to me that most rogues dont have problem in getting CA, and this power seems balanced just becuse of that.
Basicaly the power gives you CA if there is an ally ajdacent to the target.

Thanks in advance.

PHB Heroes are PC race miniatures release by WotC. Each pack of three miniatures includes one power card.

Yes, the powers are "official", making them valid for LFR games. Your home campaign, of course, depends on DM/player consensus.

I haven't noticed them being any more overpowered than any other rules source - if anything possibly slightly on the low side. There are some solid options, though, like knockdown assault, rousing assault, and... the wizard chilling cloud one I can't quite remember the name of.

Sigh. Sometimes my memory is too good _and_ too bad.

For some games, I could see the rogue one you mentioned being very helpful but it's my general experience that rogues don't need help getting CA as long as their party isn't sabotaging them and they're willing to take some risks.

Knockdown Assault is a very highly specialised power. It does little damage, but is highly effective at locking down an enemy. Best uses of it are against enemies with ranged attacks or in conjunction with a rogue. If your character is designed to lock an enemy down, KA is just so awesome. Adding your proficiency bonus to attacks and attacking Fort means you hit more often with this power than almost any other fighter power.

With the right equipment (Horned Helmet, Vanguard weapon), Knockdown Assault's ability to be used on a charge can be very powerful, indeed (our group's fighter uses it to great effect).

The power does not do any [W] damage so how could you add an extra 1[w] damage to something that does not do [w] damage?
