Powers, Feats, Abilities by level: My Best Guess

First off, the table for powers was done by occam; I just inserted my guesses as to where feats and ability score boosts come. Reasoning below.

Code:
Level	At-Will	Encounter	Daily	Utility
[COLOR=Blue]
                                                   Heroic Tier
1st	2	1		1	0	Class Features, Feat
2nd	-	-		-	+1     Feat
3rd	-	+1		-	-
4th	-	-		-	-        Feat, Ability Score Increase
5th	-	-		+1	-
6th	-	-		-	+1      Feat
7th	-	+1		-	-
8th	-	-		-	-        Feat, Ability Score Increase
9th	-	-		+1	-
10th	-	-		-	+1      Feat[/COLOR]
[COLOR=Green]                                Paragon Tier
11th	-	+1P		-	-      Path Features, Feat, Ability Score Increase
12th	-	-		-	+1P    Feat
13th	-	R		-	-
14th	-	-		-	-        Feat, Ability Score Increase
15th	-	-		R	-
16th	-	-		-	+1      Feat
17th	-	R		-	-
18th	-	-		-	-        Feat, Ability Score Increase
19th	-	-		R	-
20th	-	-		+1P	-       Feat[/COLOR]
[COLOR=Orange]                               Epic Tier
21st	-	-		-	-	 Destiny Features, Feat, Ability Score Increase
22nd	-	-		-	+1    Feat
23rd	-	R		-	-
24th	-	-		-	-      Feat, Ability Score Increase
25th	-	-		R	-
26th	-	-		-	+1E  Feat
27th	-	R		-	-
28th	-	-		-	-      Feat, Ability Score Increase
29th	-	-		R	-
30th	-	-		-	-      Feat[/COLOR]

Total	2	3+1P		3+1P	5+1P+1E

P = paragon path power
E = epic destiny power
R = maximum class power total reached:
     new powers must Replace older powers of the same type
Path/Destiny Features: A guess based on the fact that classes give class features at first level.

Why I think the ability score and feat progressions are correct:
The devs have said we'd be getting lots more feats. Every other level sounds about right. We know first level characters and 11th level characters get feats as well, so 21st levels probably get them as well.

As for stat boosts: I don't have a link, but it was said that characters get stat boosts at 8 points. We know that some take place at 4th, 8th, and 11th. Following the feat pattern, 14, 18, 21, 24, 28 makes sense.

My assumptions, taken together: At each level, a character gets at least: An attack power (encounter or daily), OR [A feat AND {A utility power OR an ability score increase}]. Something cool every level, just like the designers promised. (I'm aware that this doesn't hold for 30th level; I expect that hitting that causes some sort of epic capstone ability.)

My thoughts on feats

I'm thinking feats follow this progression:

1, 2, 4, 6, 8, 11, 12... The reason being you can retrain feats to a new tier at a (assumed) rate of 1 per level. With the progression I've described, that lets you exchange your 10 paragon feats for a total of 15 epic feats at level 30. Also, Laying these out in Excel with the released info, you get a feat and a stat up at most even levels, and when you wouldn't get either, you gain a new (or swapped) daily, encounter, or Utility.

Tnx for putting that chart together... Lots of theorizing since the Tier release at the website, but this is the first compilation of it I've seen.

That's great. The yellow is nearly impossible to read though.

The yellow (do you mean orange?) and whiteish are easiest to read, I think. The green is pretty easy too. The blue's a little rough on the eye, but still very readable.

Something at every level! Yay!

Except level thirty. That's when they throw you a party and give you a crappy watch, a mediocre cake, and a firm handshake. Then they sing the retirement song, mumbling a bit because no one outside your department knows your name (bastards are just there for free* cake). Then you clean out your desk and move in with your son and help his wife learn to really hate you.

I don't imagine heroes have good retirement plans.

* And mediocre.

Since there aren't enough tables yet, here's mine from the Tiers Excerpt thread. I used ainatan's as a starting point, but combined equivalent levels of each tier into one line, since they mostly give the same benefits.

Code:
Level	Power
 1/11/21  [COLOR=Blue]Feat[/COLOR] (also 2 [COLOR=Green]At-Will[/COLOR], [COLOR=Red]Encounter[/COLOR], Daily at 1st; [COLOR=Red]Paragon Encounter[/COLOR] at 11th; [COLOR=Yellow]Stat Increase[/COLOR] at 11th and 21st)
 2/12/22  [COLOR=Sienna]Utility[/COLOR] (from Paragon Path at 12th), [COLOR=Blue]Feat[/COLOR]
 3/13/23  [COLOR=Red]Encounter[/COLOR]
 4/14/24  [COLOR=Yellow]Stat Increase[/COLOR], [COLOR=Blue]Feat[/COLOR]
 5/15/25  Daily
 6/16/26  [COLOR=Sienna]Utility[/COLOR] (from Epic Destiny at 26th), [COLOR=Blue]Feat[/COLOR]
 7/17/27  [COLOR=Red]Encounter[/COLOR]
 8/18/28  [COLOR=Yellow]Stat Increase[/COLOR], [COLOR=Blue]Feat[/COLOR]
 9/19/29  Daily
10/20/30  [COLOR=Blue]Feat[/COLOR] (also [COLOR=Sienna]Utility[/COLOR] at 10th, Paragon Daily at 20th)
I think there'll be a feat at every even level - leaving off one at 10th, 20th, and 30th just seems too weird to me, even if it would mean you can retrain all of them to Epic.

Getting new dailies back-to-back at 19th and 20th level: teh awesome.

Getting nothing at 30th level: boo-urns!

The paragon tier looks pretty stacked.
