Powers with non-standard use

Hi folks,

what do you think of these two powes and what level would you give them?

First:

Battle Cry of the Last War
By reciting battle crys of the Last War you inoke again fear in your enemies.
Encounter
Standart Action Close Blast 3
Target: Each creature in blast
Attack: Intimidate vs. Will
Hit: The target is dazed until the end of your next turn.

Second:

Learning from the Past
By studying the fighting techniques of the participants of the Last War you are able to forsee their tactics and react accordingly.
Daily
Minor Action Personal
Attack: INT vs. 10 + Encounter Level
Effect: For a number of rounds equal to your INT modifier
every creature you attack grants combat advantage to you.
Miss: The next creature you attack grants combat advantage.


For the second power the intention is that their might be intelligent fighters and that is usefull for a fighter to study.

These are awesome powers. It would be tough working these into an actual class progression of powers without taking too much 'attack' away from the character, but they definitely make cool class feature, feat chain, magic item, paragon path, etc., powers.

I like them, but there are some obvious mistakes.

Battle Cry of the Last War
Attack: Intimidate -5 vs. Will (or Intimidate vs. Will +5)

This is because with skills the CD must be 5 points higher than standard defenses (all except AC).
EDIT: forget that, i made a mistake. the new errata says it's no longer so, even if i do not agree.


Learning from the Past
Hit: Every creature that you attack gives you combat advantage until the end of your next turn.
Miss: The next creature you attack grants combat advantage.
Sustain Minor: when you sustain this power, make another attack.

The attack entry is right, as long as you don't use the weapon keyword.
The Effect entry is something that happens always, no matter if you hit or not, so it should be Hit and not Effect.
In 4e there are not effects that last n rounds, but effects that end at the end of your next turn and that you can sustain.


As for the level, i dunno. Must check the other powers and compare.
