A: in all situations where the question hinges on there being such a thing as 0, there is such a thing as 0.
Specific
B: There is such a thing as a shield bonus of 0
I'm thinking there is somewhere that the rules mention this stuff, just can't think of it off the top of my head. If anyone has that information, it may moot the point of this proposal.
After some research and reading, I'm withdrawing this proposal. The reference to 0 I mention above has to do with movement, and forced movement, not penalties, or bonuses. You can take a move action to move 0, or use a power to slide/push 0, but I found nothing to do with a bonus of 0.
