Protection from Evil

Have a couple of questions about this subject. Opinions or actually rulings are both welcome.

1. Does Prot Evil/Good protect against something like 'Hold Person'?

2. When doing 'Prot Evil, 10' Radius', does it basically create a shell around the caster or does everyone w/in 10' of the caster at the casting of the spell get a Prot Evil cast on them, regardless of where they go afterwords?

This spell wards a creature from attacks by evil creatures, from mental control, and from summoned or conjured creatures. It creates a magical barrier around the subject at a distance of 1 foot.

So it won't help you with hold person, ala the following from the spell description:
Second, the barrier blocks any attempt to possess the warded creature (as by a magic jar attack) or to exercise mental control over the creature (as by a vampire’s supernatural domination ability, which works similar to dominate person). The protection does not prevent a vampire’s domination itself, but it prevents the vampire from mentally commanding the protected creature. If the protection from evil effect ends before the domination effect does, the vampire would then be able to mentally command the controlled creature. Likewise, the barrier keeps out a possessing life force but does not expel one if it is in place before the spell is cast. This second effect works regardless of alignment.

You are not being controled, just held.

Your Pro Evil, 10' radius I assume you mean Magic Circle against Evil. The way I read this, it just works for you and all allies while they are in the radius.

No. It prevents "possession" and "excercising mental control", but Hold Person is neither. If the protection spells were intended to stop all mind-affecting spells, the description would say so.

If the caster of the Hold Person is of the appropriate alignment, the protected person does get +2 to his saving throw, just as for all other spells and attacks.

There is no such spell in 3rd edition. ;)
The spell has been changed to Magic Circle Against Evil. When cast, the target becomes the center of an emanation with 10' radius. That emanation moves with the target, and only people actually within its radius are protected.

Example:
Bob casts Magic Circle Against Evil on himself. His buddy Fred is standing 5' away. Both are protected by the spell.

Fred charges to attack a monster, and ends up 30' from Bob. He has now moved outside the circle's radius, so he loses its protection.

Their other friend, Steve, moves over and stands next to Bob. Steve is now inside the circle and benefits from its effects.

So, King Evil casts a charm on our hero WHILE he is within 10' of the caster.

Our hero fails the save, but is immune to the effects because of the spell.

Then, our hero rushes out. The minute he rushes out, he is friends with King Evil again or at least until the circle encompasses him again?

Charm Person is not prevented by a Magic Circle, because it's not mental control. It changes the target's attitude, but it does not compel him to take action of any kind.

In your example, the victim would be successfully charmed inside the circle, and would immediately begin treating King Evil as a good friend.

If the spell had been Dominate Person instead, then the circle would work as you described. A protected character could fail his save and become subject to the spell, but King Evil could not actually excercise his mental control unless the victim left the circle.

The thing that confuses a lot of people about the spell is it doesn't make you immune to mind control spells. If you have prot. from evil on, and the vampire gives you lazy eye, your probably going to be dominated, although you do get a +2 bonus on the save. However, as long as your spell is active, the vamp can bark orders all it wants and your koshur (is that even close to how to spell that?). But as soon as it ends or you leave the circle, your his pawn once again.
