Personally, I don't think they're a good idea outside of a contained adventure, because I don't think we should saddle other DM's with having to control a constant NPC.

Yeah. This is what led to the LFR ruling.

In Weldon's case, however, the only stumbling point is mechanics, as always: Fluff can't interfere with mechanics. It'd be interesting to see where this goes in a test case though.

The player that I have in mind will probably pick up the personality of the item (not a weapon!) and run with it. It's more for grins-n-giggles, so if the judges are opposed, I won't do it.
