Sure, so you don't use the power much when your chance to hit is low, unless you're OK with taking 5 damage. There are always ways to mitigate damage too, though a level 1 character is not likely to possess any of them. I guess he could be a Longtooth shifter and be able to regen damage up to a point. Still it could be a heck of a nice power to have and seems to me to be one of those powers that gets to be a better choice at a bit higher levels where 5 damage isn't a big deal and it gets easier and easier to live with.

Well, any mitigation via reducing the damage is not possible in any way. Regeneration obviously helps, as does subsequent healing, but no resistances or immunities can help.

Except for the fact that it don't help here:

Effect: You take 5 damage, which can’t be reduced in any way.

Granted if you have 5 THP and you use this power, then get hit for 7 you're in the exact same spot you'd be in if the power could eat the THP. But it's still not a given.
