Quick question

Quick question, I hope. Can you, or can't you take the feat Exotic Weapon Proficiency if you are not proficient with with the weapon? More specifically, can a Monk, take EWP: bastard sword and use it without the -4 penalty?

Yes.

The EWP feat makes you proficient in the weapon. You may use it without the penalty.

Those who are proficient with all martial weapons can use the bastard sword two-handed with no penalty, but they still must become proficient with it to use it fully.
